The Securing Access to Funding for Educating Drivers (SAFE) Act establishes the New Jersey Behind-The-Wheel Driver Education Scholarship Program within the New Jersey Motor Vehicle Commission. This program aims to provide scholarships to eligible individuals from low-income households to cover the costs of a six-hour behind-the-wheel driver education course, which is necessary for obtaining a special learner's permit for individuals aged 16 to 17. Scholarships will cover the full cost of the course or $500, whichever is less. To qualify, applicants must be residents of New Jersey, aged 16 to 17, from low-income households, have passed the required written examination, and meet any additional criteria set by the commission.

The bill also mandates that the commission provide scholarships on a rolling basis, contingent on available funds, and requires the commission to submit an annual report to the Governor and the Legislature detailing scholarship applications, awards, and funding recommendations. Additionally, the bill appropriates $1 million from the General Fund to support the scholarship program. The commission is granted the authority to adopt necessary rules and regulations to implement the program, effective for a period not exceeding 12 months.
