This bill establishes a Wine and Grape Education Grant Program under the direction of the Secretary of Higher Education, with an appropriation of $1.5 million. The program aims to provide grants to four-year public institutions of higher education to create or enhance degree-granting or certificate programs in wine and grape science, which includes grape growing, wine making, and business operations. Institutions wishing to participate must submit an application detailing their plans for program establishment or expansion, partnerships with local wineries, and the expected number of students to be supported by the grant. The Secretary will select three institutions from different regions of the state, each receiving a grant of up to $500,000.
Additionally, the bill allows students under the age of 21 to enroll in these programs, with the stipulation that they cannot participate in any coursework or events involving the consumption of alcohol. The Secretary is also required to submit a report to the Governor and the Legislature six months before the program's conclusion, detailing its implementation, the number of students supported, and recommendations for future actions regarding the program.
