This bill establishes a voluntary, three-year pilot program in New Jersey to provide remote maternal health services for eligible pregnant Medicaid beneficiaries, contingent upon federal reimbursement for state Medicaid expenditures. The Commissioner of Human Services will determine the specific remote services offered, which will include remote patient monitoring, remote non-stress tests, and tele-ultrasound. All devices and technologies used must comply with the federal Health Insurance Portability and Accountability Act and be FDA-approved.

Eligibility for participation in the pilot program is based on referrals from healthcare providers, who must determine that remote services are in the best interest of the beneficiary or that the beneficiary is at increased risk for high-risk pregnancies due to various factors, including pre-existing medical conditions, age, lifestyle, or diagnosed pregnancy-related conditions. The program will also be available to beneficiaries who do not meet these criteria but live in areas with insufficient obstetric care or face socioeconomic barriers to accessing consistent care. The implementation of the program is dependent on the approval of necessary state plan amendments or waivers to secure federal financial participation.
