The pilot program is designed to serve as a model for statewide implementation, with funding not exceeding $1,500,000 annually from state and private sources.

An interagency working group will oversee the pilot program, comprising various state department commissioners, legislative members, and representatives from low-income households, nonprofit organizations, and academic experts. This group will be responsible for evaluating the program's effectiveness and reporting on outcomes related to school readiness, workforce success, and family support. The bill mandates quarterly reporting from program coordinators to the working group and requires a comprehensive report to be submitted to the Governor and Legislature four years after the program's initiation, detailing successes, challenges, and recommendations for expansion.
