This bill establishes the Governors Survivor Leader Advisory Council (GSLAC) within the New Jersey Department of Health in anticipation of the 2026 FIFA World Cup. The council's primary purpose is to address the increased risk of human trafficking associated with the event by evaluating existing laws, recommending new legislation, and promoting public awareness. The council will consist of nine members, all of whom must be survivors of human trafficking or have relevant experience in anti-trafficking policies and victim assistance. The council is required to hold at least eight meetings per year and will prepare a report detailing its findings and recommendations related to human trafficking risks, which must be submitted to the Governor and Legislature within 240 days of the bill's enactment.

To support the council's activities, the bill appropriates $1 million from the General Fund. The report will include recommendations for best practices, public awareness campaigns, and potential changes to state laws regarding human trafficking. Additionally, the Attorney General is tasked with issuing guidelines for law enforcement's response to the anticipated increase in trafficking crimes during the World Cup. The bill also mandates that any establishment required to display human trafficking awareness signs must also post signs related to the World Cup. The Commission on Human Trafficking will oversee the implementation of the council's recommendations before, during, and after the event.
