The council will consist of nine members, all of whom must be survivors of human trafficking or have relevant experience in anti-trafficking policies and victim assistance. The council is tasked with evaluating existing laws, reviewing assistance programs, promoting coordinated responses, and increasing public awareness of human trafficking. It is required to submit a report to the Governor and Legislature within 240 days of enactment, detailing findings and recommendations related to human trafficking risks associated with the World Cup.

To support the council's efforts, the bill appropriates $1 million from the General Fund to the Department of Health. The report must include recommendations on best practices for raising awareness, public service announcements, the establishment of additional hotlines, potential changes to state laws, and guidelines for law enforcement responses. Additionally, the bill mandates the development of a public awareness campaign and signage regarding human trafficking risks during the World Cup, and it requires the Attorney General to issue directives to law enforcement agencies. The Commission on Human Trafficking is also tasked with ensuring the implementation of the council's recommendations before, during, and after the event.
