The Securing Access to Funding for Educating Drivers (SAFE) Act establishes the New Jersey Behind-The-Wheel Driver Education Scholarship Program within the New Jersey Motor Vehicle Commission. This program aims to provide scholarships to eligible individuals from low-income households to cover the costs associated with the six-hour behind-the-wheel driver education course, which is necessary for obtaining a special learner's permit for individuals aged 16 to 17. Scholarships will cover the full cost of the course or a maximum of $500, whichever is less. To qualify, applicants must be state residents, aged 16 to 17, from low-income households, have passed the required written examination, and meet any additional criteria set by the commission.
The bill also mandates that the commission provide scholarships on a rolling basis, contingent on available funds, and requires the commission to submit an annual report to the Governor and the Legislature detailing scholarship applications, awards, total funds disbursed, and recommendations for permanent funding sources. Additionally, the bill appropriates $1 million from the General Fund to support the scholarship program. The commission is granted the authority to adopt necessary regulations to implement the program, effective for up to 12 months, before transitioning to standard administrative procedures.
