This bill amends current regulations regarding sports wagering advertisements in New Jersey by updating the required warning language. The new warning states, "Gambling is risky and can become addictive, resulting in catastrophic life consequences. If you or someone you know has a gambling problem and wants help, call 1-800 GAMBLER." This replaces the previous wording and expands the requirement to include this warning in all print, billboard, sign, online, or broadcast advertisements related to sports pools and online sports pools. Additionally, the warning must be displayed whenever a user opens an Internet site or mobile application that provides access to online sports pools, as well as in every sports wagering lounge.

The bill also maintains the authority of the division to regulate sports pools and online sports pools similarly to casino games, ensuring that operators demonstrate financial stability and integrity. It allows for expedited rulemaking by the division and the racing commission to facilitate the implementation of sports wagering at casinos and racetracks. This includes provisions for emergency rulemaking and a one-time right of first refusal for certain employees at racetracks to transition into positions at newly opened sports pools. The act is set to take effect immediately upon passage.
