The University Hospital Medical Cannabis Pilot Program Act establishes a five-year pilot program at University Hospital aimed at providing medical cannabis treatment to eligible patients, evaluating its efficacy, raising awareness, and conducting clinical research on medical cannabis. The program will be designed with input from an advisory council comprising patients, caregivers, and advocacy groups, and will include designated areas for clinical research and treatment. University Hospital will have the discretion to determine the program's specifics but must adhere to certain minimum requirements, such as integrating telehealth services, ensuring patient engagement in research, and implementing robust data privacy measures.
Additionally, the bill mandates that University Hospital submit annual reports to the Governor and Legislature evaluating the program's effectiveness, with a final report at the end of the five years that includes recommendations for the program's future. The bill also appropriates necessary funds from the General Fund to support the program's implementation. It will take effect immediately and will expire upon the submission of the final report.
