The program will be designed with input from an advisory council comprising patients, caregivers, and advocacy groups, and will include designated areas for clinical research and treatment. University Hospital will have the discretion to determine the program's scope, but it must also integrate telehealth services, innovative delivery methods for cannabis, and ensure comprehensive care by coordinating with existing healthcare services.

Additionally, the bill mandates that University Hospital submit annual reports to the Governor and Legislature evaluating the program's effectiveness, with a final report at the end of the five years that includes recommendations for the program's future. The act appropriates necessary funds from the General Fund to support the implementation of the pilot program and will take effect immediately, expiring upon the submission of the final report.
