This bill establishes an Emergency Medical Services (EMS) Part within the Public Employees' Retirement System (PERS) in New Jersey, aimed at providing enhanced pension benefits for emergency medical service employees. The bill defines "emergency medical services employee" to include various roles such as emergency medical technicians, paramedics, and emergency medical services supervisors, among others. It mandates that membership in the EMS Part is a condition of employment for these employees, and any service credit established prior to the bill's enactment will be transferred to the EMS Part without additional costs to the member. The bill also stipulates that members will contribute 10% of their salary to the retirement system, and it outlines the retirement benefits, including provisions for service retirement allowances and special retirement options for those with 25 years of service.
Additionally, the bill ensures that the State will cover any increased pension costs incurred by counties or municipalities due to the enrollment of emergency medical services employees in the EMS Part. The actuarial determination of unfunded accrued liabilities for this new part of the retirement system will follow the same procedures as those for the existing PERS. The bill is designed to provide similar retirement benefits to those offered to prosecutors under the Prosecutors Part of PERS, including mandatory retirement at age 70. The act is set to take effect immediately upon passage.
