This bill establishes the Council for Community Recovery and Family Success within the New Jersey Department of Community Affairs, aimed at enhancing the well-being of infants, children, youth, and families through a comprehensive, integrated approach. The council will consist of 25 members, including various state commissioners and public members representing organizations that advocate for family support and services. The council's primary responsibilities include advocating for a State Bill of Rights for Infants, Children, Youth, and Families, identifying policies and strategies to promote family success, and establishing community recovery councils in each county to assess local needs and resources.
To support its initiatives, the bill appropriates $4.0 million from the General Fund to the council, allowing it to retain unexpended funds for future use. The council is tasked with developing a Statewide initiative that focuses on preventive services, aiming to improve family relationships, financial security, education, health, and overall well-being. Additionally, the council will submit an annual report to the Governor and Legislature with recommendations for legislative and administrative actions to enhance family success initiatives and preventive services across New Jersey.
