The bill amends Section 1 of P.L.2010, c.78 (C.52:27D-224.3) to require all sports and entertainment facilities, movie theaters, and places of worship in New Jersey to annually prepare and maintain an emergency operations plan. This plan must be developed in coordination with local fire, law enforcement, and emergency response agencies, and a copy must be filed electronically with the municipal emergency management coordinator and chief law enforcement officer. The emergency operations plan is required to include detailed emergency mapping data, which encompasses an aerial image of the building, a geospatially referenced floor plan, labeling of rooms and key features, access routes, and locations of hazardous materials.

Additionally, the bill specifies that the emergency operations plan will not be considered a public record, ensuring confidentiality. Definitions for "movie theater," "place of worship," and "sports and entertainment facility" are provided, clarifying the types of venues that must comply with this requirement. The act is set to take effect immediately upon approval, which occurred on January 30, 2025.
