The bill amends Section 1 of P.L.2010, c.78 (C.52:27D-224.3) to require all sports and entertainment facilities, movie theaters, and places of worship in New Jersey to annually prepare and maintain an emergency operations plan. This plan must be developed in coordination with local fire, law enforcement, and emergency response agencies and filed electronically with the municipal emergency management coordinator and chief law enforcement officer. The emergency operations plan must include detailed emergency mapping data, which encompasses an aerial image of the building, a geospatially referenced floor plan, site-specific labeling, access routes, and locations of hazardous materials and utility shut-offs. The chief law enforcement officer will use these plans to prepare for mass casualty and active shooter incidents.
Additionally, the bill specifies that the emergency operations plan will not be considered a public record under existing public records laws. Definitions for "movie theater," "place of worship," and "sports and entertainment facility" are provided to clarify the types of venues covered by this legislation. The act is set to take effect immediately upon approval.
