This bill mandates that the Attorney General of New Jersey conduct a review of the Statewide use of force policy applicable to law enforcement officers at least every two years, with the option for more frequent reviews if deemed necessary. In the process of reviewing and revising the policy, the Attorney General is required to consider several core principles, including the sanctity of human life, the prioritization of de-escalation tactics before the use of force, the necessity for force to be objectively reasonable and proportional, and the responsibilities of law enforcement officers to intervene, provide medical assistance, and report on uses of force.

Additionally, any revisions made to the use of force policy must be communicated to the chiefs or directors of all county and municipal law enforcement departments, as well as to municipal and county prosecutors and the Superintendent of State Police. The bill is designed to enhance accountability and ensure that law enforcement practices align with contemporary standards of human rights and community safety.
