This bill allows students to utilize a portion of their opportunity grant awards from the Educational Opportunity Fund (EOF) during the summer session following the academic year. Students can use these funds for courses that meet graduation requirements or contribute credits toward their academic major. To do so, students must inform the Office of the Secretary of Higher Education of their intent to use the grant for summer courses, which will result in an adjustment to the amount of the grant disbursed during the academic year. The Secretary will also notify students of the specific reduction in their grant amount for each semester due to this summer session usage.

Additionally, the bill mandates that the Secretary of Higher Education report annually on the number of students who opted to use their opportunity grants for summer courses, as well as the graduation rates of those students within 100% and 150% of the average completion time. Importantly, the use of opportunity grants for summer sessions will not count against the total number of years a student is eligible to receive the grant. This legislation is in line with recommendations from the College Affordability Study Commission's final report released in September 2016.
