The definition of a 100 percent disabled veteran is provided, specifying that it includes any honorably discharged citizen who has been adjudicated as permanently 100 percent disabled by the United States Department of Veterans Affairs.

Additionally, the bill stipulates that these clinics must ensure that appointments for the veterans are scheduled in a timely manner, with a maximum wait time of 30 days between the scheduling and the appointment. To implement these provisions, the Department of Military and Veterans Affairs, in collaboration with the Department of Health, is tasked with adopting necessary rules and regulations under the Administrative Procedure Act. The act is set to take effect immediately upon passage.
