The definition of a 100 percent disabled veteran includes any individual who has been honorably discharged from military service and is recognized by the U.S. Department of Veterans Affairs as permanently 100 percent disabled.

Additionally, the bill stipulates that these clinics must ensure that appointments for these veterans are scheduled in a timely manner, with a maximum wait time of 30 days between the scheduling and the appointment. To implement this legislation, the Department of Military and Veterans Affairs, in collaboration with the Department of Health, is tasked with developing the necessary rules and regulations. The act is set to take effect immediately upon passage.
