The bill prohibits public institutions of higher education in New Jersey from entering into sports wagering partnerships, which are defined as agreements with sports wagering operators or intermediaries for advertising access in various formats, including stadiums and digital content. However, the bill allows for exceptions for foundations related to these institutions, provided that any sports wagering partnerships they engage in do not include direct advertising or marketing aimed at students. Direct advertising is specifically defined to include on-campus and off-campus locations associated with the institution, as well as electronic marketing directed at enrolled students.
Additionally, the bill clarifies that partnerships established for academic purposes or experiential learning opportunities between public institutions and casino or sports wagering licensees are not subject to the prohibitions outlined in the bill. This legislation is set to take effect immediately upon approval, which occurred on July 8, 2025.
