This bill mandates that employers in New Jersey must transparently announce and disclose promotional opportunities and compensation details in job postings. Specifically, employers are required to make reasonable efforts to inform current employees about internal and external promotional opportunities before making a promotion decision. Additionally, each job posting for promotions, new jobs, and transfer opportunities must include the hourly wage or salary (or a range) and a list of benefits and compensation programs available to the employee within their first 12 months of employment. Failure to comply with these requirements will result in separate violations for each instance.

The bill also outlines penalties for non-compliance, with civil fines of up to $1,000 for the first violation, $5,000 for the second, and $10,000 for subsequent violations, enforceable by the Commissioner of Labor and Workforce Development. Temporary help service firms and consulting firms are exempt from disclosing wage and benefit information in job postings aimed at identifying qualified applicants for future openings, but they must provide this information to applicants at the time of interview or hire for specific job openings. The act will take effect seven months after its enactment.
