Additionally, the bill enhances the powers of parking authorities, permitting them to manage both off-street and on-street parking facilities, enforce relevant laws, and enter into contracts with online payment service providers. It allows parking authorities to construct facilities for commercial use, sell or transfer property, and set reasonable service rates. The bill aims to improve the regulation of parking services while protecting users from unnecessary charges during designated free parking times and is set to take effect immediately for all relevant contracts made after its enactment.
