Elliott, a United States Naval Academy graduate who was tragically killed by a drunk driver in 2000. The designation aims to commemorate his life and improve traffic safety in the area, particularly following the opening of new exit ramps that enhance connectivity between the two highways.

Additionally, the bill stipulates that state or public funds will not be utilized for the production, purchase, or erection of signs bearing the new designation. Instead, the Commissioner of Transportation is authorized to accept gifts, grants, or other financial assistance from private sources to cover these costs. This ensures that the financial responsibility for the signage falls on private entities rather than public funds, and work on the signage will only commence once an agreement is established with a responsible party for funding.
