This bill mandates the Department of Environmental Protection (DEP) to lift conservation restrictions on real property that were imposed as a condition of a Coastal Area Facility Review Act (CAFRA) permit, under specific circumstances. The conditions include that the property in question is necessary for the physical expansion of an existing school for special needs children. Additionally, the DEP must ensure that a new conservation restriction, which is substantively similar, is placed on another parcel of land that is at least twice the size of the original property and located no more than 20 miles away.
