This bill amends existing legislation to establish minimum qualifications for individuals employed under public works contracts in New Jersey. Contractors bidding for such contracts will be required to certify that each employee assigned to the project meets at least one of the following criteria: they must have earned a high school diploma or GED, be currently enrolled in an apprenticeship program that aligns with the standards of the relevant building and construction trade union, or have completed four years of verifiable work as a tradesperson, as evidenced by tax filings.

Additionally, the bill introduces a new certification requirement for contractors to demonstrate compliance with these qualifications, which is inserted as a new provision in the registration process. The previous provision regarding relevant information has been updated to reflect this change. The bill aims to ensure that workers on public projects possess the necessary educational background or experience, thereby enhancing the quality of work performed on public contracts. The act is set to take effect 90 days after its enactment.
