This bill amends existing legislation to establish minimum qualifications for individuals employed under public works contracts in New Jersey. Contractors bidding for such contracts will be required to certify that each employee assigned to the project meets at least one of the following criteria: they must have earned a high school diploma or GED, be currently enrolled in an apprenticeship program that aligns with the standards of the relevant building and construction trade union, or have completed four years of verifiable work as a tradesperson, as evidenced by tax filings.

Additionally, the bill introduces a new certification requirement for contractors to demonstrate compliance with these qualifications, which is included as a new subsection in the registration process. The previous requirement for relevant information has been updated to include this new certification, while the language regarding the submission of other relevant information has been modified. The bill is set to take effect 90 days after its enactment.
