This bill amends existing legislation to establish minimum qualifications for individuals employed under public works contracts in New Jersey. Contractors bidding for such contracts will be required to certify that each employee assigned to the project meets at least one of the following criteria: they must have earned a high school diploma or GED, be currently enrolled in an apprenticeship program that aligns with the standards of the relevant building and construction trade union, or have completed four years of verifiable work as a tradesperson.

Additionally, the bill introduces a new requirement for contractors to provide documentation that demonstrates compliance with these qualifications at the time of registration and upon request. It also includes provisions for the commissioner to deny or revoke a contractor's registration if their apprenticeship program does not meet federal standards. The bill will take effect 90 days after its enactment.
