This bill mandates that the Chief Administrator of the New Jersey Motor Vehicle Commission (MVC) add a designation to the motor vehicle registration information of individuals who are deaf or hard of hearing. Specifically, upon application, individuals with a hearing loss of a pure tone average of 41 decibels or greater must have their condition verified by an otorhinolaryngologist (ENT) or a clinically certified audiologist. The designation will include the international symbol for deafness or a numerical code and will only be accessible to law enforcement officers through the MVC's online interface, serving solely to inform them of the registrant's hearing status.

The bill is set to take effect 180 days after its enactment and will apply to all motor vehicle registrations issued or renewed from that date forward. This initiative aims to enhance communication and safety for individuals with hearing impairments during interactions with law enforcement.
