This bill amends Section 8 of the New Jersey Prevailing Wage Act to introduce new requirements for contractors and subcontractors engaged in public work. It mandates that these employers post prevailing wage rates for each craft and classification at the work site and conduct a mandatory orientation meeting for each employee prior to their first day on the project. The orientation must cover the employees' wages and classifications under the Act, unless the employer has a collective bargaining agreement with the employees' labor organization. Employers can conduct a single orientation for a group of employees starting on the same day, and they must retain signed forms from the orientation for at least six years.
Additionally, the bill specifies that employers with collective bargaining agreements are exempt from conducting the orientation and its related requirements. The act will take effect on the first day of the third month following its enactment, although the Commissioner of Labor and Workforce Development is authorized to take necessary administrative actions in advance to facilitate its implementation.
