This bill amends existing legislation to establish minimum qualifications for individuals employed under public works contracts in New Jersey. Contractors bidding for such contracts will be required to certify that each employee assigned to the project meets at least one of the following criteria: they must have earned a high school diploma or GED, be currently enrolled in an apprenticeship program that aligns with the standards of the relevant building and construction trade union, or have completed four years of verifiable work as a tradesperson.
Additionally, the bill modifies the registration requirements for contractors by adding a new certification requirement. Specifically, contractors must now provide documentation that demonstrates compliance with these new employee qualification standards, alongside existing requirements such as proof of valid licenses and participation in registered apprenticeship programs. The bill is set to take effect 90 days after its enactment.
