This bill amends existing law to establish minimum qualifications for individuals employed under public works contracts in New Jersey. Contractors bidding for such contracts will be required to certify that each employee assigned to the project meets at least one of the following criteria: they must have earned a high school diploma or GED, be currently enrolled in an apprenticeship program that aligns with the standards of the relevant building and construction trade union, or have completed four years of verifiable work as a tradesperson.
Additionally, the bill modifies the registration requirements for contractors by adding a new certification requirement. Specifically, contractors must now provide documentation that demonstrates their employees meet the newly established qualifications, which is a new insertion in the law. The bill also includes a deletion of the previous eighth requirement, which has been replaced with this new qualification certification. The act is set to take effect 90 days after its enactment.
