This bill amends existing legislation to establish minimum qualifications for individuals employed under public works contracts in New Jersey. Contractors bidding for such contracts will be required to certify that each employee assigned to the project meets at least one of the following criteria: they must have earned a high school diploma or GED, be currently enrolled in an apprenticeship program that aligns with the standards of the relevant building and construction trade union, or have completed four years of verifiable work as a tradesperson, as evidenced by tax filings.

Additionally, the bill introduces a new certification requirement for contractors to demonstrate that their registered apprenticeship programs comply with specific federal regulations. If a contractor's apprenticeship program is found non-compliant, it could lead to the denial or suspension of their registration to perform public work in New Jersey. The bill also includes a provision for the commissioner to request further relevant information from contractors during the registration process. This legislation is set to take effect 90 days after its enactment.
