This bill designates the newly-built interchange connecting State Highway Route 42 and Interstate Highway Route 295 as the Ensign John R. Elliott Memorial Interchange, in honor of John R. Elliott, a victim of a drunk driving accident in 2000. The bill acknowledges the tragic loss of Mr. Elliott and aims to improve traffic safety in the area, particularly following the recent opening of the new exit ramps in November 2023.

To implement this designation, the Commissioner of Transportation is tasked with erecting appropriate signs. Importantly, the bill stipulates that state or public funds cannot be used for the production, purchase, or erection of these signs. Instead, the Commissioner is authorized to accept private funding through gifts, grants, or other financial assistance to cover these costs, ensuring that an agreement is in place with a responsible party before any work begins. The act is set to take effect immediately upon approval.
