This bill mandates the Commission on Human Trafficking to prepare a report addressing the prevention of human trafficking in anticipation of the 2026 FIFA World Cup, which will partially take place in New Jersey. The commission is tasked with evaluating existing laws, recommending legislative changes, and assessing current assistance programs to address the heightened risk of human trafficking during the event. Additionally, the commission will promote a coordinated response involving both public and private resources and develop mechanisms to raise public awareness about human trafficking, including the creation of public awareness signs.
The report must include recommendations on best practices for increasing awareness of trafficking, information campaigns for large events, public service announcements, the establishment of additional human trafficking hotlines, potential changes to state laws, and guidelines for law enforcement responses. The commission is required to submit its findings and recommendations to the Governor and Legislature within 180 days of the bill's enactment. Furthermore, the Attorney General is instructed to issue guidelines for law enforcement regarding the identification and response to the anticipated increase in human trafficking crimes during the World Cup.
