This bill mandates that all electric public utilities in New Jersey submit an electric infrastructure improvement plan to the Board of Public Utilities (BPU) within 90 days of the bill's enactment. The primary goal of these plans is to reopen electric distribution circuits that have been previously closed to new renewable energy installations or limited to a capacity of 100 kilowatts or less. Each plan must include specific provisions aimed at enhancing the integration of renewable energy, such as enabling solar inverters and energy storage systems to manage reactive power and respond to weather conditions, as well as identifying additional solutions to facilitate the reopening of closed circuits.

Furthermore, the BPU is required to review and either approve or modify these plans within 120 days of their submission. As a condition for approval, the bill stipulates that utilities must schedule the necessary work to implement the plans as soon as possible. This legislative effort aims to promote the use of renewable energy sources and improve the overall efficiency of the state's electric infrastructure.
