This bill amends New Jersey law to legalize the growing and possession of marijuana plants for personal use by individuals aged 21 and older. Specifically, it allows for the cultivation of up to six marijuana plants for personal recreational use, with a maximum of 12 plants permitted per household. Additionally, qualifying patients and their designated caregivers can grow or possess up to 10 marijuana plants for personal medical use, also with a maximum of 12 plants per household. The bill stipulates that such possession and cultivation will not be considered a crime, offense, act of delinquency, or civil violation of law.

The bill also includes a provision for the Cannabis Regulatory Commission to implement rules and regulations within 90 days of the bill's effective date to facilitate these changes. It modifies existing law by removing the previous restrictions on marijuana possession and cultivation, thereby aligning with the broader legalization of cannabis for personal use established in P.L.2021, c.16, which did not previously allow for personal cultivation.
