This bill establishes new medical billing requirements aimed at enhancing transparency regarding the charges or expenses associated with health care services. It mandates that health care providers deliver a consolidated, itemized statement or bill to patients, their survivors, or legal guardians within 30 days of discharge or within seven days of a written request. The bill specifies that the statement must detail the nature of the charges in plain language, while allowing for the inclusion of defined technical terms. Additionally, the bill prohibits vague descriptions such as "miscellaneous charges" and requires detailed listings of services received, payment statuses, and contact information for billing inquiries.
Furthermore, the bill outlines the responsibilities of health care facilities in establishing policies for responding to patient inquiries about billing statements and mandates that the Board of Medical Examiners, along with relevant departments, develop rules to ensure compliance with these requirements. The rules will focus on the contents of billing statements, patient rights, and the differentiation between in-network and out-of-network services. The act is set to take effect immediately and will apply to health care services performed starting from the first day of the 24th month following its enactment.
