This bill mandates the Attorney General, in collaboration with the Commissioner of Transportation, to develop a training program for law enforcement officers focused on safely interacting with autonomous vehicles during emergency and traffic enforcement situations. The training course and curriculum must be reviewed every five years and made available to all law enforcement agencies in New Jersey. Additionally, all law enforcement officers must complete this training by December 31, 2020, and individuals must complete the course before being appointed to permanent status as law enforcement officers.
The bill also defines an "autonomous vehicle" as any vehicle equipped with technology that allows it to operate without the active physical control or monitoring of a human operator. Although autonomous vehicles are currently prohibited from being tested or operated on public highways in New Jersey, this legislation aims to prepare law enforcement for future scenarios when such vehicles are permitted on the roads. The Police Training Commission is tasked with adopting the necessary rules and regulations to implement this act, which will take effect immediately.
