The bill seeks to prohibit the use of license plate flipping devices, which are defined as technologies that allow for the alteration of a vehicle's registration plate to display different identification marks, either manually or electronically. This legislation aims to enhance the integrity of vehicle registration and prevent fraudulent activities associated with the manipulation of license plates. By addressing these issues, the bill intends to improve road safety and uphold the law regarding vehicle identification.
In addition to the prohibition, the bill significantly increases the penalties for displaying fictitious registration plate numbers when a license plate flipping device is used. Under the new provisions, individuals convicted of this offense will face a fine of up to $750 and up to 60 days of imprisonment, with higher penalties for offenses occurring in residential districts or school zones, or when committed to aid in the commission of a crime. The act will take effect on the first day of the third month following its enactment.
