The bill seeks to prohibit the use of license plate flipping devices, which are defined as mechanisms that allow for the alteration of a registration plate's identification marks, either manually or electronically. This includes any technology that changes the appearance of a registration plate to mimic a different one. The legislation aims to enhance the integrity of vehicle registration and ensure compliance with laws regarding vehicle identification, thereby promoting safer and more accountable vehicle operation on New Jersey's roads.
In addition to the prohibition, the bill significantly increases penalties for displaying fictitious registration plate numbers when a license plate flipping device is used. Currently, individuals convicted of this offense face a fine of up to $500 or imprisonment for up to 60 days. The new provisions raise the fine to $750 and maintain the 60-day imprisonment if a flipping device is involved. In residential districts or school zones, the fine escalates to $1,000, and if the offense is committed to aid in a crime, the fine can reach $1,500 with a potential 90-day imprisonment. The act will take effect on the first day of the third month following its enactment.
