To qualify for this waiver, businesses must meet specific criteria, including being owned, leased, or financed by a disabled veteran, generating at least $2,500 in revenue, being certified and operating within the state, and having an active New Jersey electronic toll collection system account for the vehicle.

The bill defines a "disabled veteran" as a resident certified by the federal Department of Veterans Affairs with a service-connected disability rating of at least ten percent. Additionally, a "disabled veteran-owned business" is characterized as one that is independently owned and operated, with at least 51% ownership and control by disabled veterans. The act is set to take effect 90 days after its enactment.
