Additionally, the bill requires the Directors of the Division of Purchase and Property and the Division of Property Management and Construction, along with all relevant State and local agencies, to ensure that new procurement specifications align with the DEP's guidelines, as long as it is practical and feasible. However, the bill specifies that these requirements do not apply to existing contracts or bid packages advertised before the bill's enactment, nor to contracts where adherence to the guidelines would significantly delay project completion or increase costs unreasonably. The act is set to take effect immediately upon passage.
