This bill amends current law to allow junior cosmetology and hairstyling students, who have completed at least 60 hours of relevant course instruction, to obtain a student permit specifically for the purpose of shampooing and rinsing hair. Previously, only senior students with a minimum of 600 hours of instruction were eligible for such permits. The new provisions require junior students to provide satisfactory evidence of their completed coursework and confirm that they do not have any communicable, contagious, or infectious diseases that could be transmitted during hair washing services.
Additionally, the bill stipulates that all student permits will remain valid only while the student is registered at a licensed school or enrolled in an approved vocational program, and they will expire upon the student's graduation, withdrawal, or leave of absence from the program for more than 90 consecutive days. This change aims to enhance practical training opportunities for junior students in the cosmetology field while ensuring public health and safety standards are maintained.
