This bill mandates that all State agencies in New Jersey ensure their websites are accessible to individuals with disabilities and optimized for mobile devices. It establishes the Web Content Accessibility Guidelines (WCAG) 2.0 Level AA, or the most current version, as the standard for accessibility. Each agency's web pages, sites, and services must be navigable and viewable on smartphones, tablets, and similar devices. The Chief Technology Officer is tasked with creating a protocol for compliance, certifying that existing websites meet these standards within two years of the bill's effective date, and recertifying compliance every two years thereafter.
Additionally, the bill clarifies the definition of "State agency" to include various branches and entities of the State government, such as departments, boards, commissions, and public authorities. This comprehensive approach aims to enhance digital accessibility for all citizens, ensuring that government services are available to everyone, regardless of their abilities. The act is set to take effect immediately upon passage.
