This bill mandates that all State agencies in New Jersey must ensure their websites are accessible to individuals with disabilities and optimized for mobile devices. Specifically, it establishes that the Web Content Accessibility Guidelines (WCAG) 2.0 Level AA, or the most current version, will serve as the standard for accessibility. Each agency's web pages, sites, and services must be navigable and viewable on smartphones, tablets, and similar devices. The Chief Technology Officer is tasked with creating protocols for compliance and must certify that existing websites meet these standards within two years of the bill's effective date, with recertification required every two years thereafter.

Additionally, the bill clarifies the definition of a "State agency" to include various branches and entities within the Executive and Legislative Branches, such as departments, boards, commissions, and public authorities. This comprehensive approach aims to enhance digital accessibility across all State-operated platforms, ensuring that individuals with disabilities can access vital information and services online.
