This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to issue special license plates for the Ancient Order of Hibernians. The design of these plates will be selected by the Chief Administrator in consultation with the Ancient Order of Hibernians, and they will feature a slogan and emblem honoring the organization. An application fee of $50 is required, along with an annual renewal fee of $10. The fees collected will be deposited into a newly created Ancient Order of Hibernians License Plate Fund, which will be used to cover administrative costs and subsequently appropriated to the organization. The bill also stipulates that if the average cost of producing the plates exceeds the application fee for two consecutive years, the issuance of the plates may be discontinued.
Additionally, the bill mandates that no state funds will be used for the initial costs associated with the production and promotion of these license plates. Instead, the Ancient Order of Hibernians or a designated entity must contribute up to $25,000 to offset these costs. The commission will not begin the design and production of the plates until the organization provides the necessary funds and at least 500 completed applications. The Chief Administrator is tasked with publicizing the availability of the plates, and the provisions of the bill will remain inoperative until specific conditions are met, with an expiration clause if those conditions are not satisfied within a year.
