It mandates that State entities responsible for issuing these permits compile a comprehensive catalog detailing the types of permits, licenses, or certifications they offer, including descriptions, application methods, processing times, and associated fees. This catalog must be submitted to the Governor's office, which will then set recommended processing times for each type of application.

If a State entity fails to process an application within the established recommended time frame after receiving a completed application, it is required to refund the application fee, as permitted by law. Importantly, this refund will not affect the outcome of the application itself. The bill also clarifies that "State entity" encompasses various State departments, agencies, boards, commissions, corporations, or authorities. The act is set to take effect 90 days after its enactment.
