The bill establishes new requirements for privately operated motorbus regular route services in New Jersey, specifically regarding the curtailment of such services. It defines motorbus regular route service and explicitly excludes charter, special, and casino bus operations, as well as routes primarily serving tourism or recreational purposes. Private entities operating these services must provide at least four months' written notice to the New Jersey Motor Vehicle Commission and New Jersey Transit Corporation before any substantial service curtailment, as well as three months' notice to customers. Additionally, they are required to hold a public meeting in the affected area within 15 days of notifying customers, ensuring that local stakeholders, including state legislators and municipal officials, are informed.

Violations of these notice and public meeting requirements may result in civil penalties of up to $10,000 per violation. The New Jersey Motor Vehicle Commission is tasked with adopting rules and regulations to enforce these provisions. Furthermore, the bill clarifies that the New Jersey Transit Corporation and other state entities can condition funding or contractual agreements on compliance with these new requirements. The act is set to take effect immediately upon approval.
