This bill mandates that public institutions of higher education in New Jersey provide free access to menstrual products, specifically tampons and sanitary napkins, in all campus buildings. The products must be available in all public women's restrooms, public all-gender restrooms, and at least one public men's restroom. Institutions are required to supply a variety of menstrual products, including different sizes and allergy-friendly options, and to install dispensers in the designated restrooms. Existing dispensers do not need to be replaced as long as they provide free access to menstrual products.

Additionally, the bill requires institutions to distribute educational pamphlets on topics such as toxic shock syndrome, menstrual disorders, and proper disposal methods for menstrual products. Institutions may also display posters promoting menstrual hygiene next to the dispensers. The financial responsibility for providing these products will fall on the State, which will reimburse institutions for their expenses at the end of the fiscal year. The bill is set to take effect immediately and will apply to the first full academic year following its enactment.
