This bill mandates that public institutions of higher education in New Jersey provide free access to menstrual products, specifically tampons and sanitary napkins, in all campus buildings. The products must be available in all public women's restrooms, public all-gender restrooms, and at least one public men's restroom. Institutions are required to supply a variety of menstrual products, including different sizes and allergy-friendly options, and to install dispensers in the specified restrooms. Existing dispensers do not need to be replaced as long as they provide free access to the products.

Additionally, the bill requires institutions to distribute educational pamphlets on topics such as toxic shock syndrome, menstrual disorders, and proper disposal methods for menstrual products. Institutions may also display posters promoting menstrual hygiene next to the dispensers. The financial burden of providing these products will be covered by the State, with institutions required to submit documentation of their expenditures for reimbursement at the end of the fiscal year. The act will take effect immediately and will apply to the first full academic year following its enactment.
