This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to create and issue special registered nurse license plates for motor vehicles registered in the state. The license plates will feature the caduceus symbol and the words "Registered Nurse." An application for these plates requires a fee of $50, in addition to standard vehicle registration fees, and an annual renewal fee of $10. The Chief Administrator is responsible for certifying the average cost of producing and maintaining these plates, and if the average cost exceeds the application fee for two consecutive fiscal years, the program may be discontinued.

Additionally, the bill mandates that the Director of the Division of Budget and Accounting identify a state funding source to cover the initial costs associated with the design, production, and promotion of the license plates, as well as any necessary programming changes. The commission cannot begin any related activities until this funding source is specified. The provisions of the bill will not take effect until 13 months after the funding source is identified, and the bill will expire if the funding source is not established within 12 months of its enactment.
