This bill mandates that public institutions of higher education in New Jersey must post specific information on their websites to enhance transparency and accessibility for students and the public. It requires four-year institutions to display the average time-to-degree completion for each baccalaureate degree, defined as the duration from a student's initial enrollment to degree conferral. Additionally, county colleges are required to post measures of student outcomes for each associate degree, as determined by the Secretary of Higher Education in consultation with the New Jersey Council of County Colleges.
Furthermore, the bill stipulates that public institutions must provide access to their annual fiscal monitoring reports and audits on their websites. Institutions are also required to submit a direct link to this information to the Secretary of Higher Education annually and to present a clear and understandable summary of the posted information for public viewing. The Secretary of Higher Education is tasked with adopting necessary rules and regulations to implement these provisions, and the act will take effect immediately, applying to the first full academic year following its enactment.
