This bill mandates that in the event of a state of emergency declared due to the failure to enact a general appropriation law by the constitutionally prescribed deadline, all State parks, forests, and State-owned beaches must remain open to the public. During this emergency period, the State is prohibited from charging or collecting parking fees at these locations. Additionally, all State employees designated as necessary for government services at these sites will be classified as essential personnel.

Furthermore, the bill ensures that all New Jersey Motor Vehicle Commission agencies, regional service centers, and inspection facilities, along with any supporting State agency offices, will also remain operational and open to the public during the same state of emergency. Employees or contracted personnel deemed necessary for providing government services at these facilities will similarly be considered essential personnel. This legislation aims to maintain public access to vital services and recreational areas during fiscal emergencies.
