This bill mandates the installation of smart thermostats in all new residential construction in New Jersey. A smart thermostat is defined as a thermostat equipped with a wireless Internet connection, which can function independently or as part of a broader home automation system. To obtain a construction permit for new residential buildings, applicants must include provisions for the installation of a smart thermostat in each residential unit.

Additionally, the bill empowers the Commissioner of Community Affairs, in collaboration with the Board of Public Utilities, to establish rules and regulations necessary for implementing this requirement. These regulations will encompass energy efficiency standards for the smart thermostats to be installed. The bill is set to take effect on the first day of the seventh month following its enactment.
