This bill amends existing law to exempt disabled veterans and Purple Heart recipients from municipal parking meter fees when their vehicle displays a special license plate or placard issued by the New Jersey Motor Vehicle Commission (MVC). The previous requirement that the vehicle must be owned by the disabled veteran or Purple Heart recipient has been removed, allowing the exemption to apply regardless of vehicle ownership. Additionally, the bill clarifies that the exemption is valid only when the veteran or recipient is either the driver or a passenger in the vehicle. However, the exemption does not apply if the vehicle is parked in one location for more than 24 hours.

Furthermore, the bill mandates that the Chief Administrator of the MVC will establish necessary rules and regulations to implement these provisions, including the issuance of the special placards for disabled veterans and Purple Heart recipients. This legislation aims to provide greater accessibility and support for veterans and recipients by alleviating parking costs while ensuring that the exemption is not abused in long-term parking situations. The act is set to take effect immediately upon passage.
