This bill mandates the New Jersey Department of Transportation (DOT) to create planning, engineering, and construction standards for a pedestrian overpass bridge that will connect the Johnson Trolley Trail with Interstate Highway 295. The standards must ensure accessibility for various modes of transportation, including pedestrians, bicycles, and low-speed electric vehicles. Before construction can begin, the project sponsor is required to submit the proposed design and construction plan to the DOT for review and approval, which must occur within 90 days. Following the bridge's construction, the DOT will take on the responsibility for its maintenance and operations.
Additionally, the bill clarifies that the DOT is not obligated to construct the pedestrian overpass bridge or maintain any part of the Johnson Trolley Trail corridor beyond the bridge itself. This ensures that while the DOT will oversee the bridge's standards and maintenance, it is not required to undertake broader construction or maintenance responsibilities related to the trail. The act is set to take effect immediately upon passage.
