This bill establishes the Deep Fake Technology Unit within the Division of Criminal Justice in the Department of Law and Public Safety, aimed at addressing the challenges posed by deceptive audio and visual media, commonly known as deep fakes. The unit will be created under the direction of the Attorney General, in consultation with the Chief Technology Officer of the New Jersey Office of Information Technology. Its primary responsibilities will include analyzing and authenticating evidence related to deep fakes, providing expert testimony in court, offering training to law enforcement and judicial entities, and collaborating with other agencies and private sector organizations. Additionally, the unit is required to issue an annual report detailing its activities, technological advancements, legal changes, and recommendations for future legislation.

To support the establishment and functioning of this unit, the bill appropriates $2 million from the General Fund to the Department of Law and Public Safety. The bill also allows the Administrative Director of the Administrative Office of the Courts to appoint a representative to serve as a liaison and training coordinator for the unit. The act is set to take effect six months after its enactment, although the Attorney General may take preliminary administrative actions to facilitate its implementation.
