This bill mandates that public institutions of higher education in New Jersey provide free access to menstrual products, specifically tampons and sanitary napkins, in all campus buildings. The products must be available in all public women's restrooms, public all-gender restrooms, and at least one public men's restroom. Institutions are required to supply a variety of menstrual products, including different sizes and allergy-friendly options, and to install dispensers in the specified restrooms. They are not obligated to replace existing dispensers as long as the products are accessible at no cost to students and staff.

Additionally, the bill requires institutions to provide educational materials on topics such as toxic shock syndrome, menstrual disorders, and proper disposal methods for menstrual products. Institutions may contract with vendors for the maintenance and stocking of dispensers. The financial burden of providing these menstrual products will be covered by the State, with institutions required to submit documentation of their expenditures for reimbursement at the end of the fiscal year. The act is set to take effect immediately and will apply to the first full academic year following its enactment.
