The bill establishes the New Jersey Works Dual Enrollment Option Program, aimed at providing an alternative education pathway for at-risk students and recent high school dropouts. The program allows these students to fulfill their high school graduation requirements through coursework at a county college, with credits applicable towards both their high school diploma and a credential, certificate, or degree from the college. Additionally, upon successful completion of the program, students will receive job placement assistance from the Department of Labor and Workforce Development.

To facilitate the program, the Commissioner of Education will create a list of risk factors for identifying at-risk students and provide guidance on applicable dual credit courses. School districts and county colleges can enter agreements to outline which courses will count towards high school graduation and college credentials, as well as establish tuition rates for the education of enrolled students. Importantly, the bill stipulates that neither the student nor their parent or guardian will be responsible for any costs associated with the program, and students will be counted in the district's resident enrollment for state aid purposes.
