This bill amends the eligibility requirements for reimbursement from the Emergency Medical Technician Training Fund. It allows any certified agency, organization, or entity to receive reimbursement for unreimbursed costs associated with training and certifying volunteer emergency medical technicians (EMTs), regardless of whether the ambulance, first aid, and rescue squad charges for emergency medical services. The priority for reimbursement is shifted to focus on initial EMT training and certification classes, as well as refresher recertification classes. Additionally, all reimbursements must be promptly paid upon receipt of a qualifying application.

The bill also establishes that the head of the ambulance, first aid, and rescue squad will determine if an EMT is a volunteer in good standing, provided they complete at least one service call per month during their initial three-year certification period. A volunteer EMT is defined as one who provides basic life support services without any form of financial compensation. If an EMT ceases to be a volunteer in good standing, the squad head is required to seek reimbursement from the EMT for any funds paid out for their training and certification during that period. The Department of Health will oversee the collection of these funds.
