The bill establishes a Military and Veterans Affairs Oversight Board within the New Jersey Department of Military and Veterans Affairs, tasked with overseeing veteran service officers and all related programs, benefits, and services for military service members, veterans, and their families. The board will consist of heads or designees from veteran organizations with 501(c)(3) or 501(c)(19) tax-exempt status. Co-chairs from prominent veteran organizations will lead the initial meetings, after which the board will elect a chair and vice-chair to serve three-year terms. Members will receive reimbursement for expenses and a per diem for attending meetings, with provisions for removal if they fail to meet attendance requirements.
The board is responsible for coordinating a strategic plan to ensure effective delivery of services to veterans and their families, conducting evaluations of existing programs, and analyzing accessibility and effectiveness in various areas such as health care, employment, and housing. Each Executive Branch department and relevant entities will appoint liaisons to the board, who will provide biannual reports detailing their services and budgets. The board will submit a comprehensive report to the Governor and Legislature within nine months of its formation, followed by annual reports with findings and recommendations for improvements in services. All reports will be made available on the Department's website, and the Adjutant General will request necessary funding in the annual budget.
