This bill mandates that the Division of Medical Assistance and Health Services (DMAHS) within the New Jersey Department of Human Services establish a minimum reimbursement rate of $950.00 per day for pediatric special care nursing facilities (SCNFs) participating in the Medicaid and NJ FamilyCare programs. The bill specifies that these facilities must comply with relevant State and federal laws regarding licensure, patient safety, and quality of care to qualify for this minimum reimbursement. Additionally, the Commissioner of Human Services is tasked with adopting necessary rules and regulations to implement this provision.

Furthermore, the bill includes a provision for the Commissioner of Human Services to apply for any necessary State plan amendments or waivers to ensure federal financial participation in the Medicaid program and the Children's Health Insurance Program. It also appropriates funds from the General Fund to the Department of Human Services to support the implementation of this reimbursement rate increase. Currently, there are four pediatric SCNFs in New Jersey that participate in these programs, providing specialized care to medically fragile children and youth up to 21 years of age.
